I feel evenly divided between mental illness and doing it as a dare/hoax as the explanation here.
(The woman's talking on the phone plus the leaving when the police are called seems to indicate some connection to reality but maybe not.)
And I have to agree with Tom a little: I have never heard of another incident of a women being sought or arrested for something like this, and yet I've read news stories and watch TV crime dramas based on the idea of guys doing this.
And yes, OTW, "woof" indeed. Kind of rabid looking too.

To quote my Australian friends, "feral" is the word that I would use. And yes, I am thinking mental illness is at play here.
In other news, the guy in Photo #1 in the ballcap looks totally skeeved out.

I don't know of any arrests, but women masturbating in semi-public is not unheard of. There was a quite amusing thread with stories of women doing this on the TMMB recently. I've also had two female friends who have admitted to doing it. Then again, I don't think any these women are your.....errrr average woman, lol.

I agree, and if she didn't um, please herself, at a fraternity house, then I doubt it would have been big news.
