So I would assume that if they do recolonize, they won't have to have any bake sales

It said "unpaid" not "forgiven"....which is why I asked my original question.

Technically speaking it's a different chapter. I'd hope they wouldn't be put into debt upon colonization. It would only put them at a disadvantage.
