I assumed that she was basically saying that the Chi-Os are very top tier on that campus and the Tri-Sigs are very weak, or vice versa.
Basically...although I don't think I would use top-tier and weak...just...different. You can have two groups that are both good, strong groups, and have completely different personalities/reps.

My Rho Chi was a Gamma Phi Beta. I was SURE she was a Delta Gamma.
KD had two Rho Chi's that year - everyone knew (well, we didn't KNOW, but we all thought they were KDs) which group they belonged to. The revealing on Bid Day was more of a confirmation than a reveal. I was so glad to know I was going to be their sister!
