But I would argue that we should have waited UNTIL those steps were taken to start building there...and I realize that when it was first inhabited, we probably didn't have enough facts to realize that there is major flooding potential, but as soon as that was discovered, building should have halted and steps taken. But then again, that would be the logical, practical thing to do...not the Capitalistic thing to do.
