Definitely check with the Greek advisor at the university or college on recognition requirements. Some general info:

If you are at a public university, then you should be able to be recognized by the university without being part of Panhel (this is due to freedom of association). However, some public universities have recently been requiring that you must also be recognized by Panhel or other Greek council to maintain a sorority status (i.e., female only), then the Panhel/Greek council must have allowances for recognizing local and national sororities that are not part of the NPC.

Unlike public universities, private universities can basically do what they want for recognition of groups. Many private universities do require that you be a part of Panhel/Greek council, because the private university likes to have all the local and national social sororities under one umbrella group.
