ok, hopefully this is somewhat right, considering i don't what numbers are at Valpo. MOI says quota additions cannot exceed more than 5% of total and QAs are not designed to fill space in TOTAL. So, in essence, each chapter should have only taken 1 QA. However, it is possible to go over the 5% on certain occassions, but it is really discouraged since it could cause there to be really uneven nm classes.
Now, if a chapter is below total, even after bid matching, they can snap bid. Again, this is only to fill spaces in QUOTA. It appears that snap bidding is not what caused the excess.
If they are below total after bid matching and snap bids, they CP may ask the chapter if they wish to extend a bid <to anyone not originally on their list, provided they did not already receive a bid from another chapter>. So, if Susie isn't on ABC's bid list and doesn't receive a bid from another chapter, then ABC can contact her and offer a bid. This may be what happened, but hard for me to know for sure.
