Excellent question as well.

I come from an NIC (fraternity) perceptive where the NIC has said that the campus (administration and/or IFC) can not/should not keep any fraternity from colonizing on the campus if the GLO so choices to do so. Yet frankly, that isn't always the case. There are more than a few campuses where the fraternity is supposed to be invited to colonize. And if they aren't, then the fraternity does not get any campus recognition.

In any case, at this time, it seems that the campuses have the final say or upper hand with respect to selection. Be it NPC or NIC.
