While I'd have to look through the NPC Manual of Information to be certain, I don't think NPC has the power to do that unless it's specifically written into the collegiate panhellenic's constitution (and I don't think it ever would be). I think it *has* to be a panhellenic vote by the chapters on campus.
In the same vein, can NPC say to a campus who has voted for expansion when they're really not ready that it's not in their best interests to do so? Not that NPC would prohibit an expansion necessarily, just maybe discourage it at that time?
