I agree with what everyone else has said. Wear pants, not skirts. Black, dark brown, or grey will go nicely with the tan coat. Forget thermal underwear unless it will be VERY cold. When you're outside, wear gloves or mittens, and wear a hat and/or scarf (I have a very warm pashmina scarf that I drape over my head and around my neck - toasty!  ).
