What org(group) is this? Just out of curiousity...
I, personally, would further investigate existing programs as those may have funding sources readily available or they may already have a guideline that would be in the range of what you guys are trying to begin.
Activities to complete that proactively concerns literacy would heavily depend on the ages, race, socioeconomic background, what have you.
Older AA adults is where I would focus. Be forwarned, this is a challenge, but is extremely rewarding.
