I typically think of founderitis as a new GLO, but I think your first example can also be applicable.
Obviously, not everyone who starts a new chapter of an existing GLO suffers from founderitis - there is often a need for a new chapter in that particular Greek Community. I think founderitis applies more to new organizations because there are very few needs that existing GLOs don't already fulfill, and their are various avenues to attain membership beyond college.
