Could be, but I think Sacramento was included in the survey. If I find it, I'll post it.

In reality, I think you have to take all of these "surveys" pretty much with a grain of salt. Methodology, etc. are different, as are the questions asked.

By the way, TV market size wise, Denver/Boulder is number 18 and Sacramento/Stockton is number 19 -- so the metro areas are probably about the same size.
