Say quota is 25, campus total is 60. A chapter has 40 girls and they get 20 thru formal rush. Even though they are at total, can't they snap bid 5 more? I always thought quota was quota was quota - i.e., even if you are only 1 girl under total you can still take quota.

Quota is quota and a group that is at total can continue pledging in the first week (or thru a time period determined by Panhel) to reach quota, but after that they are cut off. I probably should have explained it better. It is rare that a chapter that is at campus total would not take quota - large numbers historically attract large numbers.

In the second example I gave, I meant that not only can this chapter pledge up to quota, they can continue getting members until they reach campus total.
