Ok, and whats the point here.
Its a classic sniper tactic, either drop some item or have your spotter go forward and make some noise of the perimeter, thus drawing out a combatant.
... yeah but like you said "combatant" - sounds like these particular guys would shoot anyone that picked up some 'suspicious materials', not exactly the best plan in counter-insurgency operations nor in winning over locals.
