It depends on the fraternity and the school they're associated with. In most cases no... but it never hurts to ask.

It varies from organization to organization and the school you attend. Some orgs will let you if the school approves and you are enrolled in a program in which you intend to transfer to a four year school to complete your degree. If you know which org you hope to join, go to their website and look at the FAQs and membership procedures regarding this.
