I don't see why a transfer student wouldn't be able to take a little. I guess if you're obsessed with family trees, and that would mess up the family trees...
But I think that's a little silly. If it was THAT much of a problem, they could probably work a transfer student into a family. Just because you're an active when you enter a chapter, doesn't mean you can't adopt a big.
