Having planned a few stepshows, I can say there are really no exceptions to this. "Professional steppers" like the UnKNOWn Stepteam (who I haven't heard about or seen in years--I wonder what's up with them) have lives and aren't automatically available with a 3 week notice. Stepshow planners need to get contact info early and find out their timelines for traveling and so forth. A team might commit at the last minute but that uncertainty creates stress and places the stepshow in a negative light. It also doesn't erase the possibility that a team can have to bail on you at the last minute--even more last minute than a 3 week "hey there's a stepshow, you wanna be in it" notice.

Also, getting teams to commit with only 3 week's notice can happen if the team members are friends or acquaintances of the stepshow planners--if the planners know teams that have shows together and either don't mind traveling or don't have to travel. Again, even friends and acquaintances may have other things to do than be in your stepshow; and they may be annoyed that you waited so long to ask them.

The last possible exception can be local high school and church stepteams that rehearse often and essentially treat the last minute stepshow as they would performing afterschool or for a congregation. That is hit or miss because if those teams are horrible or bail on you at the last minute, that reflects completely on the stepshow planners. Stepshow planners are expected to think of all of the kinks and choose good teams to perform.

So, the above exceptions are so hit or miss that they aren't really exceptions. The only last minute team solicitation should be done if a team, that has already committed, has bailed on you.
