Plentyof things. First off,there is the fact that you need to have an official letter from the I/HQ stating that you are no longer a member. I can see plenty of fraternities refusing to write one of those. Why would they want to help an oathbreaker? Second, unless you have a damn good reason for leaving, like the above example of hazing, a lot of fraternities wouldn't want you. They would be "Oh he might just leave us if he doesn't like something" and decide not to take the risk. Thirdly, while this is straying into speculation, there are fraternities that require you to not have ever been a member of a like social organization.
