I have worked in a hotel and we also used paper cups but the lack of cleanliness does not surprise me at all. It starts with hotel management trying to get as many rooms clean in as little time as possible with sometimes no inspection at all. If I had to clean 10 rooms in three hours there would have to be some corners cut! 20 minutes is not enough time to get everything done. If you stay in a room 2 days or more your sheets are only being changed 1 time and your comforter may only be changed once a month. However responsibility must also be placed with housekeepers, because they know they would not want dirty things in their personal rooms. People just do not care and if this report had never come out, things would continue to get worse.
