I would like to correct a statement you made in your orginal post. The University of Florida DOES NOT allow community college students to partake in formal Panhellenic recruitment nor join a GLO prior to attending UF full-time.
Several fraternities at UF, however, have long practiced the intake of SFCC studnets into their chapters. I'm unsure of how they deal with this, but I do know of a particular instance in which the "member" was not a "member" in the eyes of their nationals, until he became a full-time student at UF. I'm assumming your friends who did this at UF are all male?

Generally speaking, NIC/IFCs are able to extend bids prior to a student being enrolled (i.e. to high school seniors in some cases). Thus it may be possible for a community college student to receive a bid. However, to be initiated as a full member etc., he would have to be enrolled at the university. So my guess is that he would (could) only be considered a pledge until he actually enrolls at the university full time and is able to initiate.
