Honest answer, while in different chapters those things are all taken into account to greater or lesser extents: you will most likely get into a sorority based on you and your personality and your discussions and connections with the chapter members during rush.
Too low of grades will get you cut due to policy. Recs go one way or the other depending on the school and chapter. Depends on if you need them or not. Activities are one of those intangible things. I think they're most useful for creating a connection between you and the member rushing you.
If you have a 4.0 and are super involved and saved the whales but act completely uninterested during rush, none of that other stuff matters...
