what do you do if there are no set rules for a sorority?

basically I was in (inactive) a local sorority on my campus that has no set rules. the ladies in the sorority do not follow requirements to stay in the sorority and are not dedicated members. it has gotten to the point (multiple times) when sisters have been threatened by other sisters and no action was taken to resolve the matter.
in a national sorority what would be the protocol for something like this?
