You could say, "I met an XYZ in my apartment complex and she was so sweet." Then Suzy Sorority will probably ask, "Oh, which building?" and when you give the answer she'll probably know a few sisters that live in that building, and you'll end up talking to your neighbor.
To be more clear I'm reiterating what everyone else has said so far...don't directly ask for her. The example I gave is an indirect way of meeting her again. A
