You've told us what is happening with your chapter, but not the why or what you've been doing.
-What is your chapter's reputation? Why do you think guys aren't joining? It's got to be more than just "We're not a traditionally southern chapter." If your chapter has been on campus since pre-WWII, you should have had some kind of traditions going on.
-Do your members truly have brotherhood? Are they friends who like to hang out with each other, or just a bunch of individuals who joined a fraternity and never do things together?
-What has your chapter been trying to do to build up?
