You may want to just try some regular games and see how well they work in the pool. I know tag is always interesting, and in the pool it's more challenging because it's harder to "run" from people. Also basketball and football are interesting games to try. I play basketball in the pool with my cousins in the summer. Just beware of any games where someone could end up under water if play gets too rough. And make sure to inform everyone involved of the rules before any pool activities start.

Sharks and Minnows? I don't know if a lot of people are familiar with this game, but it was one of my favorite when I was little. One person is the shark, and yells out "Go" and the minnows try to jump in the pool and swim from one side to the other without being "eaten". If they do get caught, then they join the shark and try to catch people.

I was just about to post this
I love it. We would play both with tagging people to make them sharks, and the harder way of trying to pull them up from under the water. Tagging was safer, but obviously made things much easier for the shark. It's fun either way, though.

Just keep in mind that there is a lot of risk to be managed at a water event.
On topic, you could do xxl shirt races, where teams have to swim across the pool in relay style racing (i.e.: handing off the shirt to the next person on their team) while wearing a xxl shirt to race in.
You can have anchor toss, where you find a heavy object, preferably something that you can throw (like a medicine ball) and have two (or more) teams throw another team's ball into the pool as far as they can, while the other half their team has to go and get their ball. This can be done in elimination or time trials.

I know of a group that had each fraternity on their campus enter a group of guys into a synchronized swimming competition that they held... that was a lot of fun to watch!

Delta Gamma at Kentucky (Delta Beta Chapter) holds an annual Anchor Spash for their philanthropy event. It is a mix of traditional swim events, races and down right goofy ones too.
Some pictures of the Anchor Splash synchronized swimming competition.
And the "Best Belly Flop" event.
