NPC Quotas and COB

Some collegiate panhellenic councils have two quotas - one quota for freshman and one quota for upperclassmen. On those campuses, how does COB work if a chapter does not make quota in one or both groups?

For the sake of discussion, lets say quota for freshmen is 50 and quota for upperclassmen is 5. And that the total number of new members puts the chapter at or above campus total. So the chapter can only COB up to quota(s).

Scenario 1:
Freshman new members = 48 (quota is 50 and under quota by two)
Upperclassmen new members = 5 (quota is 5 and at quota)

Does this mean that the chapter can only COB 2 freshmen?

Scenario 2:
Freshman new members = 50 (quota is 50 and at quota)
Upperclassmen new members = 3 (quota is 5 and under quota by two)

Does this mean that the chapter can only COB 2 upperclassmen?

Scenario 3:
Freshman new members = 48 (quota is 50 and under quota by two)
Upperclassmen new members = 3 (quota is 5 and under quota by two)

Does this mean the chapter can only COB 2 freshman and 2 upperclassmen?
