WOW!!! Sounds like you guys have it kind of rough right now. The only thing I can think of to do is to start fixing matters within your chapter while having a good rush. It sounds like what happened is that there was a couple of pot heads who rushed and then they got all their pot head friends to join as well. My advice is to rush the men that you want to see in this fraternity: the leaders, the one's with the high gpa, the athletic men, and the men who are gentlemen. This is how we rushed and it worked for us and I believe that it will work for you.
If your chapter is having problems with its EC that is really hard because it means that you cannot trust them and you MUST trust your brothers. If there are 2 or 3 people like you in your chapter who want to change it then run for your EC!!! You are going to have to change your chapter if you want it to survive. Talk to your regional consultant about the problems on a private matter tell him you want things to change but you may not have the man power to do it. Believe me consultants are here to help not to get rid of a chapter. If you need any help let me know.
