At San Francisco State, There is a Fraternity/Sorority Council instead of different Councils. All organizations are required to attend to maintain active status on the Campus. The NPHC has a separate organization that they must also attend (It is called the Black Sorority/Fraternity Council).

Nope. There are groups out of the office of greek life that have members from all councils like the hazing task force.

There's an absolute ton of interaction between execs from IFC, Panhell and NPHC just in and around the Greek Affairs office, but unless something has changed in the past semester than there is no official representation sent to meetings. But everyone definitely knows who everyone is.
I think that most of the presidents of councils/Greek Ambassadors try to make it to "Staff meetings" which is the Director of Greek Affairs, her Secretary, all the Grad Students working with the various councils and the presidents of IFC, NPC, NPHC, Greek Ambassadors, Order of Omega, and on occasion a rep from Jr. Delegates (freshmen joint IFC/NPC venture). Sometimes though people have class and so can't make it to the staff meeting, but like I said, there is representation there in the form of advisors/grad students.

Bascially, we all stick to ourselves, however, we occasionally send representatives if we need to discuss something. We also have a president's council that meets once a month.

Brooklyn College has the Inter-Greek Council (IGC) that is required of every group to attened to stay active on campus.

No.
Basically, Greek Council is the only governing body for the greek orgs here at Cleveland State.

Greek Councils at The College of New Jersey
We have an Inter-Greek Council where all greek organizations must send a representative. There are councils for Multicultural orgs. and Social Fraternities that are a part of the IGC and meets separately. There is also a separate council for NPC orgs. Those orgs. have to send representatives to both councils. So, we basically all colaborate at IGC meetings, but meet separately at our respective councils.

Next semester, we are going to be having joint NPC/IFC Executive Board meetings. Our main reason is that our IFC is not very focused. They have many ideas, but never get anything done. Hopefully, having joint meetings will allow us to help them get things moving. Granted our IFC is a year and a half old, and NPC a year old, but we are hoping to improve both of them this way!

At Minnesota, the IFC president usually sat in on our PanHel meetings, so then I don't doubt the PanHel president went to IFC as well. Our Greek Advisor (for the whole university; a University employee) also would attend both council's meetings, as would the representative from the NPC/IFC greek alumni group.
