Does anyone know where I can get a PDF file (or any other electronic format) of the newest National Constution and Bylaws?

I'd suggest requesting this through your chapter's National Board contact... not sure who that would be now that I'm off NB, but if you email any board member, they should be able to put you in touch w/your contact. (I think they're at the NB meeting this weekend, so expect to hear back in a few days.)
