Unaffiliated Local Causing Probs for Greek System

The greek system at my school, CSU Chico, is having a complicated issue with a fraternity that is not affiliated with any national organization OR the school...they basically are just a group of guys with greek letters on their house. What happened is they used to be a national fraternity but got their charter pulled because of hazing and drinking issues, but since becoming a local group they seem to be causing more trouble since they have nothing to lose.

There have been rapes at the fraternity house during parties almost every year, although it has not been confirmed that actual members commited the rapes. The members have fought with members from at least 4 or 5 different national fraternities, resulting in broken bones and missing front teeth in the other fraternity guys which means that the frat in question basically beat the crap out of them. One member also pulled a gun on of my friends (who is an IFC frat member) earlier this year.

So our problem is this: all these things are happening and incoming freshman as well as non-greeks and the community at large see the giant greek letters on this house and associate the actions of that fraternity with the greek system and don't really know the different between nationals and locals and this group...which as I stated before isn't even recognized by the school (which makes it different than a local). My question for Greek Chat is what can we do to try to fix this? Our advisor would really like to see them become national again because they could be more regulated, but that would mean they'd have to try and work at it which they might not be willing to do. So something else we were considering is talking to some of their alum from when they were national and getting their house taken away, or at least getting the city to make them take their letters off the house.

Do you guys have any suggestions?
