If I made all the rush rules...
I would set up the computer system as such:
At the end of each round, PNM's would rank their sororites as they do in the PRUSH program. Say they visited 10 chapters, and the next round they will visit 5. They would mark 5 chapters as #1, then 2, 3, 4, 5, and 6, in order of descending preference.
Then, before the chapters made their list of invitations, they would know where the PNM had ranked them. They would not see the whole list, just the number corresponding to their chapter. This step is what differentiates my system from the normal PRUSH program.
Now, the chapter that has 100 invites to give out and can't narrow it down below 110 girls can see which PNM's really aren't that interested in them anyway.
This would, in theory:
1. Prevent Suzie-adorable-rushee from getting invites to every single chapter and rejecting half of them, while Jenny-shy-rushee only gets invited to three parties.
2. Prevent small chapters from becoming gossip fodder when other rushees realize they ranked XYZ last and are going back there anyway.
Now, tear this apart and tell me what is wrong with it, because I am sure this has been thought of before.
