How does a local Sorority become National?

Hello, I am researching on how a local Sorority can become National.

Here is some info on a local sorority affiliating with an NPC group:

PLEASE NOTE: Your campus must be open for expansion and the process must go through the correct officials. Please do not contact individual NPC groups.

For other sororities, you would need to check with the individual organization or their governing council (I'm thinking of multicultural orgs, sororities that are major-specific, etc)
