Question Rush Infractions

I go to a large University now, and I went through formal rush in the fall, and got a bid but dropped out before I was initiated. I'm not really enjoying college as much as I should. My mom says that everyone has problems adjusting thier freshman year. I have a few houses here that I like so I think I might do COB next fall.
My best friend goes to a smaller school near-by, and I have the best time when I visit her, I'm even kind of dating a guy from her school. When I visit I stay at her sorority house.
I was thinking about transferring to her school. She said if I'm thinking of transfering, I can't stay with her anymore because it's a rush infraction. Like her house is recruting me. Her university only has 3 sororities, so I know girls in all 3 and I like my friend's house the best.
If I can't stay with her when I visit, then I have no were to stay.
I don't know what to do. I understand why the rule is, but I also think that my situation is different, and in my situation, the rule is stupid.
I don't even know if I'm going to transfer, but I was just wondering if the rule is true, and what I should do.
