There is a big difference from one school to another about what types of students are desirable. This may be wildly over-simplifying, but if you see quotas of 40, 50 or more, you can expect your age to be a significant detriment. Schools that have substantially smaller quotas are (and again, this is a vast over-simplification) more open to a broader variety of students. And if you get much older than 23, your odds go WAY down at even less competitive schools because then you will likely be older than virtually every member of a chapter. On the other hand, your unusual background may improve your lot a smidge, as you could be seen as an exotic addition to a chapter.
If you happen to be British, just FYI, there is an NPC alumna chapter in London. I would seek them out for help, recs, etc. Even at a school that doesn't require them, I'd use all the help for introductions you can get.
