Doing a search of Florida and Rush/Recruitment generally yields several threads that might answer your questions.

As much as that is an obvious question for any PNM. It only comes down to one thing. YOU!
Who cares if they take out-of-state women?
What matters is that that they take YOU!
Although, I did not attend University of Florida, I have an idea how it feels to not be one of the "locals." I was the only woman in my pledge class from my state. There were two other initiated members from my state when I joined. We even had one member from Hawaii! One member. It only took one for her, just like the rest of us!

It is an SEC school so as gaangel5 says, "recs, recs, recs." Also, read, read, read. There are several posts on UF including one that many consider one of the best every posted on GC. It is very important for you to not get your heart set on one particular house. If you keep an open mind, you should find a nice fit.
I do not know what you are doing this summer, but you might consider going to summer school. There will be many greek women in summer school so you might get to meet some on campus and that will help. It does not hurt that you are from out-of-state and it will easy for the woman to say, "The woman from New York...." If you do go to summer school, just make sure you really watch your behavior.

Good luck! And yes, there are plenty of people rushing and joining UF sororities who are not Floridians.
To answer your questions: Call the UF Sorority and Fraternity Affairs office. You can google their website and call to get an idea of costs for the sororities.
You will need alumnae recommendations for each UF sorority. Start asking around now and talking to your family and friends to secure them for all 16 chapters.
GGforever, I respectfully disagree. There's no need to do a summer start to meet sorority women. You also don't want to jeopardize your chances if you get a bad grade in summer school, as GPA is very important in recruitment. Also, the girls I met in school who started in the summer and partied with the Greeks ended up with poor reputations that hurt them greatly during recruitment.

This. They can give you at least an average cost. Keep in mind that your first semester is always the most expensive, housing aside - you have to buy a badge, pay initiation fees, etc.

This, too. You may be surprised to discover that your favorite high school teacher is an ABC alumna, or the woman whose children you babysat is an XYZ alumna. Teachers (including religious school teachers), friends of parents, parents of friends, aunts, cousins, older sisters of friends, older friends (some NPC sororities accept recs from active sisters as long as they're not at the same chapter where you are rushing) ... all are fair game. Ask. The worst that can happen is they say no.
Of course, if you're a legacy, ask your older sister / mom / grandma / etc. to send in a legacy form.
Good luck!

Recs are a great boost at UF. Get one for every chapter you can!!
And being out of state doesn't hinder a woman in recruitment at all. I'm 99% sure every chapter has at least 1 woman from out of state - mine has several! So, don't worry about that at all!
The UF Panhellenic site is: http://www.ufpanhellenic.com/home
The what to wear page was recently updated so its really helpful!!
