I'm not sure what you meant by that last sentence, but please realize that chapters may be VERY different from school to school, as may Greek life in general.

If I'm following your story right, you've now been through formal rush twice, and it didn't work out for you either time. This most recent time, you had invitations to chapters and turned them down. If you wish to be successful in rushing the colony, I suggest you spend some time thinking about what it is you are seeking and what you might bring to the table.

Multiple unsuccessful recruitments does not qualify you for an officer position.
If this chapter is anything like mine, one would have to have more than two initiated semesters AND leadership experience (chair, coordinator) before even being ELIGIBLE to be VP of anything.

Maybe this is a lane swerve, but you're now a junior (or sophomore) in college. What you did 3 or 4 years ago in high school is not as pertinent as it would be for a freshman going through recruitment. Holding a leadership position in one of your clubs is, in my opinion, the only really relevant skill you have.

she could have a serious case of founderitis. since she didn't find her fit in an existing chapter it was time co help colonize.

I can't figure out how someone who has been so particular about feeling like she didn't fit in with the sororities who were willing to give her a chance is now so enthusiastic about being tossed into a group of women selected by headquarters whom she most likely will never have had more than a passing conversation with at an event. Perhaps being in a colony without a reputation trumps the -uh- reputations of the groups that were willing to give her a chance?

Honestly, I don't really understand why she's getting so much grief. She went through formal, couldn't find a great fit, and is getting involved with a colony; she is not the first PNM that has come on GC with this same experience. Maybe she's being too forward with her desire to hold an officer position, but that's not exactly the worst thing I've heard. Could she have a touch of founderitis? Sure. But I still don't think she deserves all the grief.

In general, GC doesn't take too kindly to women who drop out of rush because they "just couldn't see themself" in the chapter that invited them back. We all know that is a euphemism for "I think I'm too good to be in that house".
