On the bright side, this wasn't a TMI post...
My campus had 3 sororities, and we had no release figures. We had three rounds- everyone could come to first round. The sororities voted to invite women back, the recruitment counselors brought the list of invitations around to each PNM, and the PNM either accepted all parties she was invited to or crossed off those she didn't want to return to. Chapter sizes were around 30, quota between 6-12 depending on the year.
We also struggled with low participation, and wound up moving to an informal recruitment method the year after I graduated (2005). I believe the new system is that all three chapters are open for X period of time, and you have to visit all three for a minimum of 10 minutes to be eligible to receive future invites. Similar invite system but the parties are much more casual with no specific timing, just drop in & out at your leisure. From what I've heard, this has not changed the numbers significantly, although the err on the side of less participation.
