I know there are things I could probably ask the greek life office, but I feel they may not always give out a correct answer, as it is more of how girls in the chapters feel about these things....

I don't go to PSU, but I will say that whether a chapter can participate depends on whether they have reached total (max number allowed)
The exact number of open spots per chapter varies. A chapter could be a total now, but end up having some openings due to December grads/study abroad/etc.
However, there may be some chapters who have SO FEW openings, that they may choose to just wait until fall recruitment to fill them.
