From the NPC side, other than the university mandating the College Panhellenic Council do so, what would be the benefit to/for NPC chapters to allow non NPC chapters to participate? It seems to me that in doing so, it could have a direct effect on quota (less new members). And perhaps effect making chapter total for some NPCs.
What I don’t understand is that with the NPC’s Unanimous Agreements and Green Book, recruitment seems to be very regulated for the NPC chapters. To keep that even playing field as it were and to support other NPC chapters. So other than having a University mandate (i.e. possible campus policies and guidelines regarding recruitment), it seems that non NPC chapters might have an “unfair” advantage simple because they do not have to “play by the (NPC) rules”. Even if they say they will follow NPC guidelines, they are not bound (Unanimous Agreements) to do so.

If they participate in FR, it's assumed that they follow the FR rules. Most campuses have rules that go above and beyond the Green Book (for example, any campus with a frilly rush has budget restrictions). For the NPC groups, it may be better to have a non-NPC group working under the same rules than to have, for example, XYZ local who throws events with boys and alcohol and showers PNM's with gifts and so on.

Would participation go so far as to include bid matching? Or does the non NPC chapter "drop out" of formal recruitment at some point?

I don't know specifically about Wake, but I know there are other campuses where "associate" members of the CPH participate only in the first round. At my alma mater, women visit 4H house during open houses, but do not return.

I know that KBG has to follow all of the same rules that every other sorority on campus has to follow. I also believe (but am not 100% sure) that Beta is included in quota/total.
They continue to recruit strongly so I am assuming that is why they are still included in Formal Recruitment.

We're not talking about a local sorority, we're talking about a chapter of a national sorority that is not nationally a member of NPC. Just FYI.

Quick update on my rec girl ...
Heard from her mom today and she is a proud new member of the new Kappa Alpha Theta colony! She is thrilled!
