I am not exactly sure what the green book says about rounding. In this case, no big deal, but on a campus with 10 or more chapters, rounding up could quickly become a problem. It makes more sense to me to round down and then allow QA's (which are limited to 5%, rounded up).
Also, while the best system is to set quota as late as possible, not every campus operates that way. Ideally, you'd set it based on the number of women SIGNING BID CARDS, but most set it as the number attending prefs, and some go even earlier than that.

Unfortunately, my campus is one of the ones that still sets quota after the round before Prefs. There are only 3 NPC's on my campus and quota is typically between 8 and 10. This might not sound like it could be a problem but, as an example: This year there were 28 women who attended the round before Pref. Quota was set at 9. (Knowing that one girl in this case could be matched as a QA). This sounds great... except that only 22 girls showed up to Preference, which translates to it being impossible for all chapters to make quota. So two chapters made quota and the other took 4 - less than half of quota.
If quota had been set later (either after women accepted invitations to pref or even when women were signing bid cards) then quota would have been 7 or 8 and the 3rd chapter probably would have come much closer to quota.

I agree, I think it should be women signing bid cards, for the very reason you describe. The problem centers around time to prepare bid lists, I think, at least at larger campuses. I can't think of any other good reason not to do it at the very last minute.

Thought I'd bring this one back up since it's rush season again.

Well, the proliferation of RFM has rendered this moot.

Maybe it should be retitled "how does your school handle bidless PNMs who still have to stay in PNM housing for 3 more days?"
I think there are still smaller schools with fewer rounds (i.e. no cutting till pref) where bidless PNMs can be a problem. Not as hugely perhaps, but it's still huge for them.

We get our bids from 2-4 on bid day from our PX, they come to our door and hand it to us, you either get a bid, or a letter explaining they could not place you. The PX's will stay and talk to a girl if she is upset. I freaked out because I didn't get my bid until 4:30 because the rest of my group lived in the res halls across campus and my PX was late. We COB for about a week or two into the new member period, and my group personally ussually offers 2-3, other groups offer more.
Then we teeter off to a hazing seminar, and then bid day festivities.

Don't you do anything to notify the bidded PNMs so they don't have to worry like that? I.e., if they don't get a phone call, they know they have a bid somewhere?
I would hate like hell to get a letter saying I didn't get a bid while the girl next door to me in the dorm is jumping up and down from happiness because she did. At least give the bidless girls a chance to leave what could be a potentially very upsetting situation.

You get all your letters at different times. In your room you can open it and have a private moment. Yeah I guess it can suck when everyone is jumping up and down and excited, but you can just shut your door. It's not like they're in the other girls room. People at my school are pretty respectful because many girls don't get bids, we have fairly competitive recruitment, girls who are excited are the ones who actually tend to leave and tone it down so they don't make the girls who didn't get bids feel bad.

At my school where we have over 1000 girls rush, the Pi Chis call at any time during the week if you do not recieve a bid. If you completed rush and did not recieve a bid, you will recieve a call sometime between late night on pref night and early the next morning (bid day). If you want to meet with a Pi Chi, they were available to talk. My Pi Chis would come over at like midnight if we needed them to, help you pick out outfits, etc. They were an amazing group of women! Not all PNM's are in housing, most are in dorms but some (very few) are off campus. We do not have snap bids, and COB doesn't officially start until the end of the semester/second semester.

ive always wondered about that. last year the sorority i wanted to be in cut me after skit day. I was sad. the girl at the chapter that i spoke with was kinda..well she asked me "how many houses do you left attending today?". funny cuz that was the only house i had that day, and i was honest and told her. I think that might have been the reason they cut me..thought i was not very highly demanded.
This happened a year ago. Today I am part of another chapter. But I can't exactly say I am the happiest person with it. I still wonder what it'd be if I didn't say what I said on skit day...
somebody tell me i'm insane plz.

Very inappropriate for that active to ask that question. The only time that can be appropriately asked is when its open house/parties where there have not been any cuts yet. Sorry that happened to you.

Thank you Katy.
Yeah I thought it was inappropriate too. What's even worse was I brought up what she said to my Rho Chi, and she just shrugged and said, "well atleast your dress is pretty"...
