Speaking as the sister of an actual small, southern town police officer, I have to say that what would fly as a funny 1960s era comedic stereotype is not the reality on the ground.
But then, we are dealing with fiction.

As the niece of a small town Southern police officer (and gentleman), I think you owe a lot of hard working, honorable, intelligent, and brave men and women who serve as law enforcement officers an apology for that ignorant, bigoted remark.

So, the friend lived in Ohio?
And going through small claims court is neither expensive nor time-consuming, despite what the hyperbolic news reporter said.
I will also note - THE BADGES IN QUESTION WERE NOT IN A PAWNSHOP.
So, your latest feeble attempt at trying to make your story fly is once again a massive fail.
As to the badges - I LOVE A HAPPY ENDING!
There is good advice for your "friend" in the article: "Police recommend photographing valuables including jewelry and keeping the photos in a cloud or Dropbox in case a computer or tablet is stolen. Pawnbrokers say any theft victim file a detailed police report as soon as they realize something has been stolen. They also recommend people keep serial numbers for their electronics handy to provide to police. "

Yeah, somebody's house got broken into and the hot merchandise showed up at the pawn shop. It happens.

The story is more about how the victims whose stuff got stolen cannot get their items back unless they pay the pawn shop...or goto a lengthy court battle, which seems like it goes against all reasoning about what one would think should happen if tut stuff is stolen.....

It is common sense that if you claim something belongs to you and was stolen that you have to prove it. There has to be some evidence. You are not being victimized twice if you don't have that evidence, except maybe by your own stupidity.
Small claims court takes about 3 months. You file a complaint, which can be handwritten and in most places doesn't even have to state a claim coherently. The defendant gets an answer date and then you get a hearing date. The judge will hear both of you and sort the mess out. It's not a lengthy process and it's not difficult.

I have a question for badgeguy. We know that you sell badges on eBay under the name of "fraternityguru" amongst other aliases. If YOU were selling a very expensive piece and an unknown person contacted you stating that the item was stolen but could NOT produce the police report for the item, would YOU stop the auction and give the item to them without the report? I think not.
