He'd have to be an idiot not to. Especially if the guy in office turns out to be Kerry -- the easiest way to maintain popular support for the 2008 election will be to keep terrorist activity low. It would be political suicide right now for almost anyone in office, but especially the president, to say, "Hey, I don't care about terrorism." I honestly doubt Kerry OR Bush would risk that.

In all seriousness, I think it's a pretty pointless question to debate. It relies on the stereotype that no Democrats think the military is important and all Republicans do, which is not only not true in general, but -- at least I think -- particularly untrue in the post-9/11 days.
