Okay as a guy,
isn't it funny how heaven and hell parties have hell in the basement and heaven up stairs where all the bedrooms are? Just a point.
However, here a couple of ideas (dry and wet)
dry:
Rootbeer kegger... its kinda funny, but can give you a stomach ache. Keg stands are a must. Also, everyone usually prefunks so in reality its just a mixer.
Trading Spaces Social. Okay, we've never done it but it might be done next quarter in the spring.
WET
Studio 54 theme... VIP rooms are a must. All the girls will try to get into the VIP just because its the VIP. Usually champagne will be in the room. And the rest of the party will have a normal studio 54 atmosphere. (can be expensive)
"White Trash" or "Bum" if you will.
Rent a large moving truck. Get some couches and a stereo and park it in the back of the house or front I guess and throw a white trash or Bum themed party. WT usually works better. Very cheap.
We had a party that we always did called "loggers brawl". It was very interesting. The front door was a window that you had to climb a ladder to get to. The front door was locked so the only way in was the window. A slide brought you down into the party (down the main staircase. Usually consisted of dinner before of pancakes and coffee. And then a spowty (however you spell it) at the party. A maze was also incorporated after the window entrance. You may find yourself in room of vines and stuff like that( "treehouse"). These were usually like make out rooms or whatever. The whole dance floor was filled with a layer of hay. Tha people would kick around. A lot of country music. girls love it. and guys can bear it. It was a great party. very expensive though.
Mud Bowl party
mud wrestling or relay with teams of two going up against other teams of two in a tournament setting. Its amazing how physical girls can get when they really want that water weenie. If you want, there is a video at this website:

We have a blackout party every year where most of the rooms in the house are dark and filled with soap bubbles (we have tile floors). People carry flashlights around the whole night. Usually makes for a pretty fun night.
Also we do one called Fire and Ice which people dress up either naughty or nice, devil or angel type of thing.
For the Superbowl we get a big screen tv out front, and setup couches stadium seating style in the back of trucks. Makes it easy to get rid of beer bottles without getting up. Just make sure you clean the truck out in the morning otherwise they fly out all over the road when you turn a corner.

another idea that just worked with us was a paintball war
the guys had enough guns and radios to outfit our entire sorority
we went to a forest where there's an abandoned church that's on a hill
and we played capture the fort
it was so cool because we mixed it up
now, everybody is psyched and want to do it again

Marriage and Divorce parties are always a blast.
There was also talk of a Larry Eustachy party (our ncaa coach who was fired for drinking at other teams campuses after games) where everyone came dressed in black turtlenecks and khakis with all the natty ice possible...sounds promising.

We only did it this way beacuse their chapter is larger, the male/female ratio can be changed

Graffitti parties are always great and so are Anything but Clothes (Old Navy bags make for WONDERFUL halter tops for the ladies out there)
Around the world parties are fun as well. Each room has a different country and a drink from that country!

stop light mixer
my big brother in pi kappa phi loves this idea- though we haven't tried it yet- but a stop light mixer- and the poeple who want to hook up wear green- those who are thinking abotu it- wear yellow- and those who don't- wear red- idk maybe incorporating a play stoplight you can get a spencer's- idk we might do it but if someone tries it lemme know how it turns out ~*Maggie

The Pikes did this at my school, only they did it with cups instead of wearing clothes.
I can think of some fun things to do with the stoplight.

We ended up doing the stoplight theme, but most of the girls didn't like the iddea, either because they didn't have any cute green or yellow clothes, or because they didn't care. It was still fun though.
The Sigma Chi's did Italian Wedding last year, which was a BLAST. They had all the girls take a bus to the bar, where they had a stripper and champagne waiting for them for the "bachelorette" party, and the guys stayed at their house and had their own "bachelor" party with a stripper and a couple kegs. And then afterwards, the guys met up with the girls at the bar.

One of the fraternities used to have a beach party in mid-winter - it would start it as a mixer, and then open up later.
It doesn't sound like much, but they went all out - they actually filled their basement 8" deep with sand, and had a real lifeguard stand. The fraternity was an okay one, but it had the top sororities vying for an invitation - NO sorority ever turned down an invitation to the Beach Party (quite a feat when there are 50+ fraternities and 16 sororities)
The guys liked it, because most of the girls wore bikini tops and shorts. The pledges didn't like it though, because guess who was in charge of getting all the sand out of the basement?
Another different theme is an "Alamo" party - come as a Texan, and Indian, or a Mexican. Margaritas, Lone Star Beer and Tex-Mex food. (I went in a blue skirt and blazer, as a Alamo Rental Car girl. My 6'2" boyfriend went as a senorita - and not a pretty one, at that).
Oh, and not to be PC, but why a "ghetto" party rather than a "hip-hop" party? Same clothes and music, but less chance of being offensive. It's kind of like the difference between calling it a "St. Patricks day party" vs. a "Drunken Micks" party.
