We have a girl that has denied a bid from us several times, has not pledged any other house, but keeps coming to our events anyway - she said she wants to spend time with us. And since the events are open, there's not much we can do about her.

Yes there is something you can do. Explain to her at the door that the events are for people who are interested in joining. Clearly she's not interested in joining, and her attendence at the events and your continued bidding of her, makes you look desperate. If your chapter insists on having open events, I agree about showing them this thread. In order to get more members, you need to RAISE your standards.

I agree with 33girls advice. COB is not the way to get your name out there. COB is a membership intake process. If you want to get your name out there - you need a PR Plan.
