First off, I've said it before and will do so again. Kudos to Ariesrising and her Greek Pages. Job well done.
However, some corrections.
Kappa Sigma, Phi Delta Theta and Phi Sigma Kappa were the three NIC members that withdrew from the NIC. Not sure of the dates, but within the past five years or so.
Delta Kappa Epsilon is still a member of the NIC and the same for Phi Eta Psi. As such, neither should be listed under "other organizations".
For the list of NIC fraternities, you may go to the
NIC website and click on *Links* then *Fraternities & Sororities*.
A short answer as to why the three (Kappa Sigma, Phi Delta Theta and Phi Sigma Kappa) left the NIC is, as others have said, they were concerned about the focus and direction of the NIC. For example, dues paid by member fraternities were not being used to advocate the needs of the fraternities to universities and in other areas. (i.e. media, federal, state and local government etc.)
The confusion about who left the NIC may be due to Kappa Sigma and Phi Sigma Kappa - along with Delta Kappa Epsilon, Sigma Alpha Epsilon and Sigma Pi - forming the Fraternity Leadership Association (FLA) to represent them regarding rights and interests of fraternities.

Kappa Sigma
Phi Sigma Kappa
Sigma Alpha Epsilon (NIC member)
Sigma Lambda Beta (NIC & NALFO member)
Sigma Pi (NIC member)

My understanding is that Phi Delta Theta has not joined the FLA.
And by the way. Over the years, fraternities have joined, left, rejoined and I believe even left again the NIC. So this is really nothing that new. And if the NIC can meet their needs, I wouldn't be surprised if the three didn't rejoin the NIC down the line.
As for IFCs, generally speaking, campus IFCs *now* represent members of the NIC and FLA. I've noticed that many campus IFCs now state so. And as ms_gwyn noted, Kappa Sigma, Phi Delta Theta and Phi Sigma Kappa required their chapters to be a part of the campus IFC. At least that is my understanding.
ETA: IFC membership is not limited to just NIC and FLA fraternities. IFC membership is decided on the campus level.
