If they charge money and you don't want to pay it, you could always just get them into a well-ventilated box and leave them outside of the animal shelter at the door. People do that all the time.
Better to do that than to let them run free and overpopulate.
Moth Balls! We have cats where I live and my stupid neighbor keeps feeding the dayum things. So my grandmother told me to put down moth balls around my back patio. The cats have stayed far away from my house. They don't like the smell of the moth balls (neither do I) but it is cheaper than buying that spray stuff at the supply stores.
