How often are you taking him out to potty?? He is still a baby. At his age, a dog has just barely developed the muscle control to learn to hold it.
The general rule of thumb is that dogs can go their number of months in age + 1 hour between potty breaks.
At only 2 1/2 months old, he should not be expected to go more than THREE HOURS between potty breaks at the most. I am a very strong advocate of crate training. At this age, however, I personally think it is a bit much to ask a puppy to go more than 2-3 hours MAX.
I also advise against puppy pads. They usually like to shred them after peeing & pooping on them and then play in the mess

It can also be tough to transition the dog to using grass later.

Next, forget the board. Become acquainted with the dog owner's friend... babygates!! I have them at the entrance of nearly every room in my house. I have lots of great resources if you need some help.
Last word of warning about Pugs. With their smushed little faces (correctly called brachyocephalic) they can tolerate very little summer heat. They cannot pant enough to cool themselves off.
