Studies have shown that one of the key reasons that women join alumnae chapters is because they have moved to a new area. They are in a strange place and usually don't have many local friends, so they want to meet people. The newcomers usually seek out their sorority's local alumnae chapter because they know that they will have at least one thing in common (the sorority) with the other members when they show up for their first meeting. It's a comfort thing.
That being said, one of the reasons that you had few Muncie women attending the meeting is probably because those "local" ladies already have established connections in the area. They have their own social groups already, so they don't have a "need" to make new friends like the new arrivals do. It will take more effort on your part to convince the locals that they should join your group.
