Oh yeah, that's Eastern NC. I have one friend who describes the line between Eastern and Central/Piedmont as I-95. (Specifically, what he says is that you can't get decent barbecue west of I-95.)
That said, Raleigh is borderline Eastern NC, depending on who you talk to. 20 miles west -- Durham and Chapel Hill -- are definitely not Eastern NC, but a lot of people consider Raleigh to be more eastern, both culturally and otherwise.
And yeah, I feel for them with the brown-bagging.
