So is Towson like Ohio State in that you can't take quota if it puts you above total - in their case 75 members?

Sounds like it.
In a way that is good. That way, all chapters can be close to having the same number.
OSU has changed chapter total over the years, but not by much.

Tri Sigma has now reached quota of 15 via 2 COB bids!
Also, Alpha Phi matched quota.

UVA - Wise: Quota was 8! (2/3 groups made quota, there are 3 groups now too - Phi Sigma Sigma, AST, and Theta Phi)

irishpipes, the ASA chapter at East Stroudsburg in PA is no longer active. It was closed in (I believe) April of 2007.
